End client admins are employer admins. These are not the same as "Bureau Admins" which have a separate level of access. These organization/company administrators may be an HR manager or an office manager, in many cases. They can only see and access their own company information. They can invite and add any kind of worker to their organization’s portal. They can add DOCUMENTS to their portal for their company to see, such as an employee onboarding manual. These are not the same as Bureau-Level Admins, which would be admins for any Bureau.
