A Bureau Admin has access to all data associated with your bureau; that means this level of admin can see all employers. This level of admin access can see all end clients (all employers). Employers should never have Bureau Admin access, they should have End Client Admin access, which is different. End Client Admin access is access that is at an employer-level only.
